20. In order to protect the soil and groundwater from leachate contamination, engineered landfills may be sited only on land where the unconsolidated deposits on which the residual materials will be deposited form a natural homogenous layer with a constant hydraulic conductivity of 1 x 10-6 cm/s or less to a minimum depth of 6 m, the hydraulic conductivity to be established in situ.
The surface of the natural layer must be graded to an inclination of at least 2% to allow leachate to flow by gravity towards the drains.
